The concept of a villain taking over Gotham is overdone, with similar storylines in recent Batman runs. Failsafe’s new appearance and control over Gotham are visually striking, with a futuristic aesthetic permeating the city. The main story follows various characters as they navigate Failsafe’s rule, with Bruce Wayne locked up in Blackgate Prison. Failsafe pretends to be the real Batman, causing unease among those close to him. The backup story serves as an epilogue to Joker Year One, delving into Joker’s relationship with Captio and their mentorship. The exploration of Zur-En-Arrh and Joker’s origins feels forced and tiring. Overall, Batman #145 sets up a familiar status quo with Failsafe in control of Gotham. The backup story adds little to the overall narrative. Score: 5/10.
