This comic book review contains spoilers.

The Penguin #11 begins with Batman confronting Penguin. The beating is a result of Addison Cobblepot’s confession to Batman, revealing that Oswald is using him to regain control of Gotham’s criminal underworld. Batman ends their deal and warns Penguin of consequences if he breaks the law.

Penguin instructs The Help to retrieve his hidden gold beneath Gotham City, but all they find is a Batarang. Lisa St. Claire breaks up with Oswald through a note, indicating his downfall in the underworld. Penguin lectures Sparkler before sending him back home.

Addison sends Aiden Cobblepot to kill Oswald, but Two-Face’s goons also target him for revenge, leading to a chaotic shootout. The Force of July squad falls, the FBI intervenes, and Aiden opens fire in a battle that Penguin observes from his apartment.

Aiden seeks help from Oswald, but Penguin betrays him by stabbing him with an umbrella. Batman learns of the shootout and heads out to deal with the situation.
