In The Penguin #8, Oswald Cobblepot has officially returned to Gotham City.

We open with Jim Gordon being brought through a murder scene in “Cobblepot’s place.” There are 37 dead, including four members of Force of July.
Flashback to six months earlier, and Oswald Cobblepot is buying a new apartment in Gotham City with a great view. Oswald has recently returned to Gotham, and people react as they see The Penguin. Penguin buys a hot dog with just mustard, surprising the hot dog vendor. As Oswald enjoys the hot dog in the park, a loose dog runs up to him, and the owner is afraid, but Penguin is a dog guy and everything is fine.
One of his children’s assassins tries to gun down Oswald in the street but is stopped by The Help. Penguin then confronts the Riddler, who insults him and receives a beating from Penguin. Penguin warns Riddler to inform his children that he is coming for them.
Batman encounters Penguin on his way home and reminds him to report to Batman or face consequences. Penguin’s daughter, Addison Cobblepot, visits and threatens him, revealing she knows his plans and is planning to kill him. They share a hug and express love for each other.
Back to the murder scene, Jim Gordon finds Penguin’s son among the victims with an umbrella stabbed through his chest, raising questions about Oswald’s involvement.
It is good to have regular series artist Rafael De Latorre back. The scene of Oswald looking over the city is striking. The confrontation between Penguin and Riddler is entertaining. King captures the arrogant essence of Riddler well. The dynamic between Penguin and his daughter is complex and intriguing. The ending with the son’s fate leaves readers guessing about Oswald’s involvement.
Penguin and his daughter’s relationship is far from conventional, adding depth to their characters. The suspenseful ending sets up anticipation for the next issue.
